Two more people have been arrested in connection with a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A 24-year-old man, was arrested in Lambeth on suspicion of theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was one of the injured during the incident. A total of five individuals were taken to the hospital for treatment and have since been released.

Police arrested a man in his thirties on suspicion of robbery and assault close to the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were alerted at approximately 08:10 GMT following reports of a number of people injured by a noxious substance thought to be an irritant spray.

The assault - which authorities stated was isolated and not being treated as an act of terror - resulted in delays to rail services and the partial closure of the main airport tunnel and the Terminal 3 car park for a short time.
